The Decision of the Seafarers’ Subsistence Fee Determination Board, in accordance with Article 8 of the Regulation on the Residence, Health, and Subsistence of Seafarers, was published in the Official Gazette No. 32488 on 13.03.2024.
The Decision entered into force on the date of publication, March 13, 2023. Article 8 of the Regulation on the Residence, Health, and Subsistence of Seafarers states:
“ARTICLE 8- On ships where the establishment of a subsistence service is not mandatory, or where subsistence cannot be provided due to necessary reasons, the daily subsistence fee to be paid to seafarers by the employers shall be determined by the Board, which will be convened upon the invitation of the Ministry of Labour and Social Security. The Board will determine the fee based on the characteristics of coastal zones or nationwide, at least once a year, in accordance with Article 9 of this Regulation.”
According to the related Decision, the subsistence fee determination is as follows:
“Currently applied and the subsistence fee of 170.00 TL (One Hundred Seventy Turkish Liras) for seafarers on ships where no subsistence service is established was published in the Official Gazette No. 32296 on 01.09.2023. Due to the recent increases in food prices, this amount has become insufficient, and it is necessary to adjust the fee according to the current conditions. It has been agreed that this adjustment should be made based on the authority granted by Article 8, and that the determination should be applied nationwide.”
Considering the provision in Article 7 of the Regulation, which states: “… The amount to be paid is the necessary daily food allowance for a seafarer to provide the required normal food for their job,” the following decision was made:
a) The food composition values used in the meetings held in 2023 in five city centers by the Turkish Statistical Institute (“TÜİK”) will be recalculated based on the food inflation rate announced by TÜİK for the past five months.
b) Based on the service contracts and collective bargaining agreements, and by taking into account the subsistence fees currently being applied, the net daily cash subsistence fee for each seafarer has been unanimously decided to be 230 TL (Two Hundred Thirty Turkish Liras), to be applied nationwide, including all coastal zones and lakes.
