According to information received from Harpaz P&I, the local correspondent for Israel P&I:

The Israeli government has declared a state of war against the Palestinian group Hamas. Most of the ongoing conflicts are currently taking place in the southern part of Israel, and the latest status regarding the nearby ports of Ashdod and Ashkelon is provided below for your information.

Port Information:

• Ashdod port is currently operating in “Emergency Mode.” • Haifa port, which includes Haifa Bay port and the Israeli naval port, is operating as usual. • Ashkelon port (mostly used by tankers) is not operational. • Hadera port (mostly used by bulk carriers) is operating as usual. • The Israeli Navy is controlling all maritime traffic in and around the Ashdod and Ashkelon ports.

The message published by Ashdod port authorities on October 7, 2023, regarding ships carrying hazardous materials (HAZMAT) is provided below for your information.

To: Ship Agents

Subject: Entry of Ships Carrying Hazardous Materials into Ashdod Port – Temporary Procedure

The entry of ships into Ashdod Port, including the geographical area of the port, is instructed to follow the procedure outlined below.

The entry of ships carrying any kind of Hazardous Materials (“HAZMAT”) into Ashdod Port is subject to prior approval from the Israeli Maritime and Ports Administration.

According to the directives of the Civilian Front Command, ships carrying HAZMAT classified under groups 1, 2.1, 2.3 and those carrying the items listed in the table at the link below will not be allowed to enter.

Ship agents must send a detailed list of any HAZMAT onboard the ships scheduled to arrive at Ashdod port at least 48 hours before arrival. This applies to both container ships as well as general and bulk carriers.

The list must contain 3 reports: import, export, and transit of HAZMAT.

The list must be sent via email to the relevant unit’s control center. (The email address is below.)

You must confirm that the list has been received by the relevant unit by calling +972-8-8517103/247.

Failure to send the list on time may cause delays in the ship’s entry into the port.

Ship agents must be in contact with the port planning unit to obtain approval information for the ships calling at the port.

This instruction will be immediately implemented until further notice.
